The Next Communications Bill – Special Roundtable on the DCMS Green Paper:
22 May 2012

The Government’s Green Paper ahead of a Communications Bill suggests that a number of key communications policy issues will be on the agenda during 2012. We are delighted that Professor Ian Hargreaves, Professor of Digital Economy at Cardiff University, formally a distinguished regulator at Ofcom, Editor and Director of News at the BBC, has agreed to lead discussion on these and other issues arising from the Green Paper.

We are delighted that The Rt Hon Francis Maude MP, Minister for the Cabinet Office, will be joining us for a dinner discuss on infrastructure policy and current issues.

Francis Maude responsibilities include public sector efficiency and reform and resilience.  He has pioneered reform of the public sector approach to procurement, including informal pre-contractual discussions and forward looking resource pipelines giving a much clearer picture of the contracting landscape across Government.

European Taxation and the Financial Services Sector
Special Roundtable with Philip Kermode, Director of Tax Policy,

Taxation of the financial services sector is at the top of the policy agenda with important new European proposals for a financial activities tax and a financial transactions tax under discussion. At the same time the European Commission has relaunched its proposal for a common consolidated corporate tax base for corporate taxation. These measures will have far reaching consequences and are of high importance to the UK, its businesses and, in particular, the financial services sector. We were delighted, therefore, that Philip Kermode, Director of Tax Policy at the European Commission, could join us for a special roundtable to discuss the Commission's plans and hear feedback from the financial services sector representatives in our network.
Infrastructure Funding Debate:

The Infrastructure Forum and KPMG explored how best to access capital market funding for new UK infrastructure. The discussion was part of a series which has included successful looks at new financing techniques with the National Audit Office, and roundtables with the Infrastructure Planning Commission and the different Government departments collaborating on resilience of critical national infrastructure.

We were delighted that Sarah Chambers, Director of Competition and Consumer Affairs at the Department for Business, Innovation and Skills, agreed to lead a special roundtable to discuss the Principles as the call for evidence period comes to an end. Ofcom, Ofgem and Ofwat also set out their thoughts. This was an excellent opportunity for regulatory bodies and market participants to discuss the key issues.

Advisory Council meeting: Guest of Honour Lord Adonis:

We were delighted that our guest of honour for EPF Advisory Council meeting was Lord Adonis, Director of the Institute for Government.

Lord Adonis served twelve years in the last government, as Secretary of State for Transport, Minister for Schools, Head of the Number 10 Policy Unit and Senior Number 10 Advisor on education, public services and constitutional reform.  He was responsible for many key public service reforms; he is also of course an academic, a former journalist at the Financial Times and has written six books. 
Energy- Europe and the UK:

Philip Lowe, the new EC Director General for Energy, joined the Forum's autumn programme for a special roundtable on energy supply, security, financing and regulatory issues. He will look at both EU and UK issues. He is the former Director General for Competition in the Commission.

Commissioner Barnier's plans for a new Single Market Act will have far-reaching consequences for the development of the single market across a range of sectors and policies and for consumer rights.

European Policy Forum and Istituto Bruno Leoni held a special discussion with Professor Mario Monti, whose report to President Barroso preceded the announcement of the Single Market Act.

EPF's Regulatory Best Practice Group has been active in the debate over approaches to regular reviews of the functions of economic regulators. Although an over-arching framework for reviews has yet to appear, since the election Departments have announced reviews of Ofgem and Ofwat.

We were delighted therefore that Regina Finn, Chief Executive of Ofwat could join Iain Osborne, Chief Executive of the Utility Regulator, the Northern Ireland regulator for electricity, gas and water, to discuss these issues in our Regulatory Best Practice Group.

The fourth special Telecom Summit was held in Brussels on telecoms regulatory reform on Wednesday 23rd June 2010.  The conference brought together regulators, market participants and, in particular, Members of the European Parliament at a critical stage in the EU’s preparation for i-2020.

Our recent discussions in the Infrastructure Forum have shown how market participants, regulators and investors attach high priority to ‘joining up’ infrastructure policy across the sectors and providing effective means for government to clear the way for major projects. Against this background I am delighted that Paul Skinner, the newly appointed Chair of Infrastructure UK joined us at a special roundtable of the Forum. Paul was accompanied by James Stewart, Chief Executive of Infrastructure UK. Also taking part, was the Northern Ireland Utility Regulator, Iain Osborne and Robert Watt from the Ministry of Finance in Dublin who will be contributing their expertise in the recent development of approaches to strategic infrastructure in Northern Ireland and the Republic of Ireland.

European Policy Forum and National Audit Office seminar: Regulatory reform – the lessons learned:

With a general election imminent in Britain and a new European Commission about to take office in Brussels it was a timely moment to examine the better regulation initiatives at UK and EU level.
- How impact assessments worked?
- What the state of play on programmes to reduce administrative burdens?
- How risk based approaches developed?
- Could we improve the way in which legislation is reviewed after implementation to foster lesson learning?
EPF and the National Audit Office arranged an afternoon seminar to explore these questions with experts in the field.

A special roundtable was held with Ed Vaizey MP, Shadow Minister for Culture, Media and Sport.Ed Vaizey is one of the Conservative Party’s brightest and liveliest Shadow Ministers with a wide range of policy interest and experience. As part of the Shadow DCMS Team his comments were of interest to all our supporters with a focus on broadcast, media, communications, telecoms and regulatory questions. More broadly Ed Vaizey’s assessment of policy and regulatory developments and current thinking is always well-informed, stimulating and worthwhile. We were especially pleased that he agreed to join us and talk on current responsibilities and policies of interest to our network.

Before the summer break John Penrose MP joined us at the Regulatory Best Practice Group to take soundings on the Conservative Party’s approach to economic regulation, competition and consumer policy. The results surfaced at the Party conference in the paper Regulation in a Post-Bureaucratic Age which was declared to be “firm policy” by the Shadow Business Secretary, Rt. Hon Kenneth Clarke QC MP. The gathering will provide an excellent opportunity to inject particular ideas, proposals and approaches into the policy formation process and look at measures which would work or alternatively which would be unlikely to succeed in achieving the policy aims of the document.

Jacques de Larosiere, Chairman of the EU high level expert group on supervision delivered its major report on remodelling financial regulation. He was the keynote speaker at the Wilton Park summit organised by European Financial Forum. The event brought together regulators and market participants from around the world. It took place October 30-31, 2009.

Rt Hon Malcolm Wicks MP, the former energy minister who is the Prime Minister's special envoy on global energy security issues, reported on his work in this field at an EPF roundtable on 2 April 2009. Paul Hallas of Centrica gave an up-to-date market perspective, Giles Chichester MEP, Chairman of the European parliament’s influential Energy Committee gave a view from the European Parliament and David Halldearn, Advisor to the Council of the European Energy Regulators gave a European regulatory perspective.
Shadow Environment Secretary addresses water policy at EPF:
23 March 2009

Nick Herbert MP, who recently became the Conservative Shadow Environment Secretary, delivered a major policy speech on water issues at EPF on 23 March. Ofwat Chair Philip Fletcher, government reviewer Professor Martin Cave, and chair of the Consumer Council for Water Dame Yve Buckland took part in the subsequent discussion with sector representatives.

Ahead of the G20 London summit the top official handling the European Union's response to the credit curnch, David Wright, Deputy Director General for Financial Services, addressed a special Forum discussion on 11 March 2009. The discussion, held at 135 Bishopsgae by kind permission of RBS, brought together City organisations, market participants, HM Treasury, FSA and other representatives.
Leading financial services experts address audit future:
10 February 2009

The chairman of Germany's financial regulator BaFin, Jochen Sanio, was among leading financial services experts who explored opening up the market in audit and strengthening its independence at a meeting organised by EPF and the Financial Reporting Council at the European Parliament. The roundtable on 10 February 2009 was hosted by Vice Chairman of the EMAC Committee John Purvis MEP. The Chairman of CESR, the President of FEE and Pierre Delsaux, European Commission Director for corporate governance and company law, were among the participants.
Water sector meet to discuss competition options:

Professor Martin Cave led a discussion on the introduction of further competition into the water sector at EPF on Tuesday 27 January 2009. Participants included the Chair of Ofwat, Philip Fletcher, Sir Ian Byatt and Alan Sutherland of the Water Industry Commission for Scotland, Dr Tony Ballance, Director of Regulation and Competition at Severn Trent Water, and Ronan Palmer, Chief Economist of the Environment Agency, departmental officials and sector participants. The new Shadow Environment Secretary Nick Herbert MP also took part.

Competition chiefs focus on new situation:
11 December 2008

The leaders of Britain's competition authorities focused on the way ahead for competition policy and their organisations at a special EPF roundtable on Thursday 11 December 2008. Sir Gerald Barling, the new President of the Competition Appeal Tribunal, joined Peter Freeman, the Chairman of the Competition Commission to set out their perspectives on an environment in which the consequences of financial turbulence are already changing the way in which competition law and practice operate.
Telecoms triumvirate at EPF address:
12 November 2008

BT Chairman Sir Michael Rake delivered a special address to EPF on Thursday 13 November 2008 at the Forum's new Whitehall meeting room. Setting out his perspective on market and regulatory issues facing the sector, he was be joined by key European policymaker, Director General of DG Information Society in the European Commission Fabio Colasanti, and the leading UK official handling telecoms issues David Hendon of DBERR.
Packed gathering debates future EU and OECD taxation policy
Tax experts packed EPF's special roundtable in the margins of the International Fiscal Association Congress in Brussels to debate upcoming OECD and EU tax issues. Professor Christopher Heady of the OECD explained OECD's new work pointing towards a shift away from income and corporate to consumption and property taxes in support of economic growth. EPF presented a new study on the taxation of income from capital across the EU by Dr Sandra Svaljek (left). It emphasises the role of flat taxes low tax rates and efficient operation of withholding taxes.From the European Commission, Jean-Pierre De Laet and Kerstin Malmer, the heads of economic analysis of taxation and direct tax legislation, looked at key areas of their work including the review of the Savings Tax Directive. Delegates took part in lively discussions with the speakers.
India's Central Bank Governor at EPF Credit Suisse discussion:

The Governor of India's Reserve Bank, Dr Y V Reddy, deliveried a special address in the second of EPF's series of events with Credit Suisse at Canary Wharf. Dr Reddy addressed international economic and financial market issues as well as focusing on key economic data, trends and policy issues in the economy of India. The discussion took place on Thursday 17 July 2008 under the chairmanship of Costas Michaelides, COO EMEA of Credit Suisse and Lord Tugendhat, Chairman of EPF's Council.
